- The Handbook is the first publication to focus exclusively on securities statistics.

- The Handbook provides a conceptual framework for securities statistics, including classifications for different possible breakdowns.
- The current version is based on:
- the 2008 System of National Accounts
- the Balance of Payments and International Investment Position Manual, sixth edition (BPM6)
- The Handbook goes partly beyond these standards by elaborating additional breakdowns on issues and holdings of debt and equity securities.

- valuation and accounting rules
- specific operations related to debt and equity securities
Presentation, tables, and data compilation guidance
- The Handbook provides high-level and detailed presentation tables that assist in the compilation and dissemination of securities statistics.
- It addresses both issues and holdings of debt and equity securities and gives guidance useful for compilers of securities statistics.
Review process and contributors
- Preparation was supported by a Review Group for the Handbook on Securities Statistics consisting of officials from national central banks and relevant statistical agencies, and representatives from international organizations with expertise in debt securities statistics.
- Review Group activities included:
- commenting on drafts of the Handbook
- participating in review group meetings held on:
- 28-29 October 2008 in Basel
- 15-16 March 2010 in Frankfurt
- 12-13 October 2011 in Washington, D.C.
- Drafts of the Handbook also benefitted from worldwide comments from experts.
Planned updates and future work
- The WGSD plans to update the Handbook in the future to:
- align it with the updated 2025 System of National Accounts
- address new issues in the compilation of securities statistics that have emerged since publication of the current version
- include considerations on the use of security-by-security data for the compilation of securities statistics
