Mission objectives and scope
- A technical assistance mission visited the Instituto Nacional de Estadística e Informática of Peru during October 6–10, 2025.
- Primary objectives:
- Review, assess, analyze, and validate the results of the revised Physical Energy Flow Accounts (PEFA) and Air Emissions Accounts (AEA) for 2019.
- Review, assess, analyze, and validate the preliminary PEFA for the period 2020–2022.
- Review, assess, analyze, and validate the preliminary AEA for the years 2020–2021.
- Discuss dissemination strategies for releasing these accounts.
- Secondary objectives:
- Develop a time series for the indicators building on the experience of the data compiled for 2019.
- Set up a mechanism for regular production of the accounts.
- Support a broader stakeholder engagement.
Data assessment and validation
- The mission reviewed, assessed, and validated:
- PEFA data for the period 2020–2022.
- AEA data for the period 2020–2021.
- The COVID-19 Pandemic affected the availability and timeliness of the source data for compiling the accounts.
- Key alignment need:
- Adjustments are necessary to align energy and air emission data to national accounts data.
Main findings and technical issues identified
- Allocation issues:
- Allocation of natural gas to the relevant industries requires improvement.
- Allocation of diesel to the relevant industries requires improvement.
- Residence principle application:
- Applying the residence principle to maritime and inland water transport is required, involving the allocation of energy use and air emissions to the resident units in the country.
- Data continuity and production:
- A time series for indicators needs to be developed building on the 2019 compilation experience.
- A mechanism for regular production of the accounts needs to be established.
Recommendations and next steps
- Improve allocation methodologies:
- Refine allocation of natural gas to the relevant industries.
- Refine allocation of diesel to the relevant industries.
- Apply national accounts principles:
- Apply the residence principle to maritime and inland water transport to allocate energy use and air emissions to resident units.
- Strengthen production processes:
- Develop a time series for indicators using the 2019 dataset as a foundation.
- Set up a mechanism for regular production of PEFA and AEA.
- Enhance dissemination and stakeholder engagement:
- Discuss and implement dissemination strategies for releasing the accounts.
- Continue engaging a broader set of stakeholders to support data compilation and use.
