The Commission became operational in 1965. Since its beginnings, CIER has enjoyed the warm support of the South American electric industries and clearly reflected the strong need of collaboration among them. At present, CIER is a Non-Governmental Organization, with diplomatic status recognized by Uruguay, comprising the electric utilities and non-profit organisms linked with the national electric sectors of the ten South American countries of Iberian roots, which are Member Countries, and six Associate Members. (v. COMPOSITION) The main objective of this non-profit international organization, established through its Statutes, is to promote and encourage the integration of the regional electric sectors through actions whose goals are: (a) greater efficiency of electric power utilities and governmental organisms in Member Countries; (b) assistance and technical cooperation between utilities and organisms; (c) professional training at all levels and its interchange between utilities and organisms; (d) transfer of knowledge, information, experiences, and documentation in technical, economic, and legal fields; (e) project development in a regional scope, especially considering the feasibility of electric international interconnections; (f) orientation and coordination of general interest activities for utilities and organisms, including research and development fields; (g) establishment of general specifications and technical standards accepted in all Member Countries; (h) improve the utilization of regional technical personnel and technologies; (i) promotion of regional statistical uniformity, strengthened through the operation of an up-to-date Data Bank; (j) rational use of electric energy with the aim, among others, of utilities equipment and operation optimization; (k) promotion of electric power regional utilization with special concern about environmental problems. CIER uses different mechanisms to achieve its objectives. The following are the most important:

STRUCTUREEach Member Country has a National Committee composed of representatives of the country's electric companies (generation, transmission, and public utilities) and non-profit (public or private) organisms linked with each national electric sector. The highest authority in CIER is the Central Committee formed by a maximum of three delegates of each National Committee. In addition to approving the annual budget and establishing the yearly contribution of each National Committee (based on a constant quota plus a proportional amount relative to respective total power generation), the Central Committee, during its annual meetings, sets the high-level policy of the organization, the general guidelines for technical studies and its distribution by the various departments of CIER. The Central Committee is also responsible for the election of the President, two Vice-Presidents (alternatively), all for a period of two years, and the Executive Director for a period of four years. The President supervises all activities of CIER, presides over the Central Committee annual meeting, and appoints his Assistant Secretary, also for a period of two years. The President, the two Vice-Presidents and the General Secretary constitute the Board of Directors, which supervises the fulfillment of the policies and guidelines approved by the Central Committee. The General Secretariat coordinates the studies and tasks performed by the various departments of CIER, and is responsible for some permanent or special tasks and the diffusion of documents resulting from CIER's activities. The CIER headquarters in Montevideo City holds the important Information and Documentation Center, now a computerized Data Bank. Currently, there are five areas, covering all Power Industry segments:
