Mr. Hiroyuki Hino was Director of the Regional Office for Asia and the Pacific (OAP) in Tokyo from July 2002 until August 2005. Before taking up this position in July 2002, he was Senior Advisor in the IMF's African Department, where he dealt with development issues in Africa. Mr. Hino joined the IMF in 1975. For most of his career, he worked on IMF policy issues as a senior staff member in its Exchange and Trade Relations Department (now Policy Development and Review Department). He is a national of Japan, and received his Bachelor's degree at Sophia University in Japan, and Ph. D. from the University of Rochester in the U.S. Mr. Hino was Professor of Economics at Kobe University during 1996-1997.
