RESOLUTION OF APPRECIATION: The Executive Board of the International Monetary Fund (IMF) adopted the following Resolution of Appreciation for Managing Director Horst Kohler on April 14, 2004
March 4, 2004
WHEREAS on March 4, 2004, Mr. Horst Köhler relinquished the post of IMF Managing Director that he held from May 1, 2000;
WHEREAS Mr. Köhler brought with him a new vision of the International Monetary Fund as part of the workforce to make for a better globalization—in which all will share in the benefits of open markets and global financial integration, while the vulnerable are protected;
WHEREAS Mr. Köhler has led the Fund to intensify its focus on members' macroeconomic stability and sustainable growth by enhancing its economic surveillance and technical and financial support activities;
WHEREAS Mr. Köhler has mobilized the Fund and the international community to increase their efforts to help the low-income and heavily indebted poor countries as they help themselves to achieve sustainable economic growth and poverty reduction;
WHEREAS Mr. Köhler has spearheaded the streamlining of the Fund's conditionality to help foster full national ownership of Fund-supported economic programs by members and thereby facilitate their success;
WHEREAS Mr. Köhler has ensured that the Fund remains the center of competence for the stability of the international financial system, with the capacity to help members take advantage of the benefits and deal with the risks of access to international capital markets;
WHEREAS Mr. Köhler has championed greater openness in the Fund, and pressed to instill a listening and learning culture where the views of all members as well as civil society are taken into account in formulating policy and drawing lessons from experience;
WHEREAS Mr. Köhler has worked tirelessly to achieve good governance and accountability in the Fund, and a wider and better understanding of its work among the public;
WHEREAS Mr. Köhler's dedication, clear-sightedness, straightforwardness, sense of fairness, and unfailing concern for others—including the Fund staff—have earned him the lasting respect and affection of the Fund's Executive Directors and staff and his management colleagues;
NOW THEREFORE IT IS RESOLVED: That the Executive Directors of the Fund declare their deepest appreciation for Mr. Köhler's service to the Fund, and express their sincerest wishes for his continuing success and for the happiness and well-being of Mr. and Mrs. Köhler and their family.
The Acting Chair (Ms. Krueger) declared that the Board adopted the resolution, and she presented a framed copy of the Resolution to Mr. Köhler. The Acting Chair presented Mrs. Köhler with a bouquet.
