Second Review of the Implementation of Government Finance Statistics Framework to Strengthen Fiscal Analysis
This paper reports on the further developments since 2013 in the implementation of the 2010 Board decision concerning Government Finance Statistics (GFS) to Strengthen Fiscal Analysis, and develops a path to continued improvement of fiscal data in the Fund. The Board decision approved (i) developing a staggered migration strategy, including tailored capacity development inside and outside the Fund taking into consideration country-specific and fiscal surveillance needs; (ii) encouraging staff to continue the effort to routinely assess financial balance sheets during surveillance; (iii) gradually expanding the coverage of fiscal data, taking into consideration country-specific circumstances and fiscal risk assessments; and (iv) reaffirming the support for the phased implementation of the GFS over the medium term.

Working Group on Securities Databases
In July 2007, the Working Group on Securities Databases (WGSD), originally established in 1999, was reconvened in response to various international initiatives and recommendations to improve information on securities markets. The members of the WGSD are the Bank for International Settlements (BIS), the European Central Bank (ECB) (chair), and the International Monetary Fund (IMF) . Selected experts from national central banks, who have participated actively in various international groups that have identified the need to improve data on securities markets, have also been invited to contribute to the deliberations of the WGSD.
In 2009, the first Data Gaps Initiative (DGI-1) was launched, when Ministers of Finance and Central Bank Governors (FMCBG) of the Group of 20 Economies (G20) endorsed a report prepared by the Financial Stability Board (FSB) Secretariat and the IMF staff, The Financial Crisis and Information Gaps , which included 20 recommendations to address data gaps. In the context of DGI-1, Recommendation 7 on Securities Statistics called "for central banks and, where relevant, statistical offices, particularly those of the G-20 economies, to participate in the BIS data collection on securities and contribute to the further development of the Handbook on Securities Statistics . The WGSD was called upon to develop and implement a communications strategy for the Handbook." Following the completion of DGI-1 Recommendation 7, all G20 economies participate – to various degrees – in the BIS data collection and the Handbook on Securities Statistics was published in May 2015, together with the accompanying communication document.

Update on the Financial Soundness Indicators Reference Group (FSIRG) Meeting
Representatives from 32 countries and 10 international organizations attended the meeting. The FSIRG's Summary of Key Points and Conclusions has been posted publicly. Based on this document, the IMF's Statistics Department (STA) has developed a work program on FSIs that will culminate with the production of a revised FSIs Compilation Guide (Guide) expected by the end of calendar year 2015. It is envisaged that the revised Guide will address methodological and data compilation issues for newly added FSIs and other modifications to the current list of FSIs, as reported to the IMF's Executive Board in November 2013 (see Board Paper Modifications to the Current List of Financial Soundness Indicators). The FSIRG and the broader community of national authorities of countries that are regular FSIs reporters to STA will remain closely engaged throughout this process.
