This conference, organized by the IMF’s Fiscal Affairs Department (FAD) and Japan’s Ministry of Finance, was attended by 100 senior officials in tax policy departments and tax administrations from 16 countries in Asia. FAD Director Gaspar delivered an opening address. The conference comprised six sessions and covered a wide range of emerging tax issues including international taxation, health taxes, carbon taxation, and combatting gender inequities through tax policy and administration.
The conference was financed by the Japan Administered Account for Selected IMF Activities (JSA).

The session comprises two parts: the first part will start with presentations on the recently published FAD book on international taxation, followed by country presentations and discussions on desirable directions of international tax reform in the medium term; the second part will start with presentations on the Framework for Building Capacity to Manage International Tax Risks being developed by FAD, followed by country presentations and discussions on challenges for tax administration in the region. |

The session comprises two parts: the first part will start with FAD’s How-to-Note on health taxes including both traditional taxes on alcohol and tobacco and new taxes on e-cigarettes, foods and soft drinks, followed by country presentations and discussions on principles, experience and opportunities of health taxes and possible lessons for the region; the second part will start with FAD presentations on carbon taxation and carbon border adjustments, followed by discussions. |

Combatting Gender Inequities through Tax Policy and Administration |

Based on the latest FAD note, this session will discuss tax policy issues such as household vs individual taxation, taxation of childcare, crisis measures and their gender impact, and gender issues in tax administration such as the importance of gender balance in the tax administration workforce composition, and gender equity in relation to taxpayer service, compliance and revenue outcomes. The session comprises two parts: tax policy, and tax administration. Each part will start with FAD presentations, followed by country presentations and discussions. |
