Target audience and qualifications
- Target Audience:
- Participants who hold a position at the middle management level or higher in a federal revenue administration.
- Qualifications:
- Participants are expected to have at least 5 years' experience in a federal revenue administration or an equivalent organization at the middle management level.
Course description and scope
- The Tax Administration Diagnostic Assessment Tool (TADAT) provides a 360-degree diagnostic of the performance of a tax administration using nine performance areas and 28 indicators.
- TADAT assessments focus on the administration of the following core taxes:
- Goods and Services Tax (GST) / Value Added Tax (VAT)
- Corporate Income Tax (CIT)
- Personal Income Tax (PIT)
- Pay As You Earn Amounts (PAYE)
- Domestic Excise Taxes
- By assessing outcomes in relation to the administration of these core taxes, a picture can be developed of the relative strengths and weaknesses of a country's tax administration system.
- The performance assessment is first used at the national or sub-national system-wide level; thereafter, particularly in a large country with a federal structure such as India, regional variations can be identified by conducting guided assessments at the regional level to identify specific weaknesses in different regions.
Workshop content and methods
- The training workshop is presented by the TADAT Secretariat and consists of the following presentations:
- (i) the design principle and purpose of TADAT;
- (ii) the scoring methodology for each of the performance areas and indicators based on the TADAT Field Guide;
- (iii) the pre-assessment, assessment, and post-assessment phases of a TADAT diagnostic; and
- (iv) how to prepare a quality Performance Assessment Report (PAR).
- Interactive components:
- Discussion sessions with practice exercises and case studies mimicking real life situations.
- A one-hour TADAT online exam is conducted.
Certification and post-course opportunities
- Certification:
- Those who pass the exam (75 percent correct response) will receive a TADAT certificate.
- Post-course engagement:
- Following successful completion of the course, participants who have some international experience may be invited to participate in conducting TADAT assessment in any other country.
- Participants will also be equipped to participate in an assessment of their own administration during the pre-assessment phase.
Course objectives
- Upon completion of the workshop participants will be able to:
- Understand the detailed methodology for conducting TADAT assessments.
- Apply TADAT either as an internal benchmarking tool in their own administration or may be invited to do peer-to-peer review for other jurisdictions.
