Target Audience
Ministry of Finance officials, from Budget, Fiscal Policy or other relevant departments and units. It is recommended that participants be either PFM practitioners or be involved in designing or rolling a PFM reform.
Qualifications
Experience in Green PFM is not required, but welcome. Participants will be expected to contribute actively to presentations on country practices and exercises.
Course Description
Countries in South and South East Asia are highly exposed to the consequences of climate change, notably through the increased risk and impact of natural disasters. The region also includes two of the twenty largest emitters of greenhouse gases in the world. Involvement of Ministries of Finance and integration of climate objectives in public financial management (PFM) to increase capacities in selecting, financing and implementing "green" policies will be key going forward to tackle these challenges.
Course Objectives
The objective of this workshop is to increase participants awareness to "Green PFM" concepts and techniques and provide them with practical knowledge on how to mainstream Green PFM into their budget cycle. In doing so, the workshop will use recent analytical work from the IMF and other international organizations, as well as highlight lessons learned from early implementers of Green PFM in the region and across the globe.
