Target Audience

Mid-level officials from state finance departments with relevant knowledge and experience on budget planning, PSUs, debt management, and other key areas of FR management.

Qualifications

Priority will be given to officials engaged in or planning for FR management.

Course Description

This workshop will begin with overview sessions on managing fiscal risks (FR), with a special focus on the risks associated with Indian states. It will cover the tools available from the IMF on fiscal risk management, with dedicated training sessions on the Fiscal Risk Assessment Tool (FRAT) and the Public Sector Undertakings (PSU) Health Check Tool (HCT). Participant will attend a one-day session on each tool.

A workshop discussion on managing and mitigating risks for PSUs will identify opportunities available for PSU risk management. Presentations on the value of using of a fiscal risk register to document the risks and using the Statement of Fiscal Risk as a communication tool will provide further options for states. Finally, a session on preparing to implement or improve FR management, will be presented before participants identify possible efforts their state can implement to manage or improve the management of fiscal risks.

The workshop will be led by IMF SARTTAC. An IMF short-term expert on state-owned enterprises (PSUs) will also participate in the workshop.
