Course Description

This course, presented by the IMF Fiscal Affairs Department, discusses key institutions that help governments better assess and manage risks to the government budget. It provides an overview of typical fiscal risks, their scale and relative importance, approaches for analyzing them, possible mitigating measures, and institutional arrangements for dealing with them. The course also discusses standards for the disclosure of fiscal risks—as prescribed in the IMF’s Fiscal Transparency Code—and the lessons from the IMF’s fiscal transparency evaluations.

Course Objectives

Upon completion of this course, participants should be able to:
  • Define fiscal risks and contingent liabilities and identify their key characteristics.
  • Identify the main fiscal risks a country may face and assess and prioritize according to their relevance.
  • Identify approaches to analyzing macroeconomic risks and risks from specific sources, such as, government credit guarantees, sub-national governments, state-owned enterprises, insurance programs, and public-private-partnerships.
  • Develop the content of a fiscal risk statement.
  • Identify institutional arrangements required for effective fiscal risk monitoring and management.
