Carlos Mulas-Granados is the Deputy Chief of the Strategy Unit at the Strategy Policy and Review Department of the International Monetary Fund. Before that, he was a Senior Economist at the European Department (leading research for the conjunctural and analytical chapters of EUR's Regional Economic Outlook) and a Senior Economist in the Fiscal Affairs Department (leading research for the Fiscal Monitor and the World Economic Outlook). During his period at the Fund, he has also worked on country-specific economic or fiscal issues in Senegal, Portugal, Costa Rica, Brazil, Croatia. the UK and the Euro area. He is the author/editor of 4 books and has published dozens of articles in different areas, including inflation spikes, reopening after the pandemic, automation, trade and value chains, fiscal adjustments, debt reduction, public investment, R&D and inequality. His articles have appeared in renowned journals such as British Medical Journal, Economic Policy, Public Choice, European Journal of Political Economy, Journal of International Money and Finance, Research Policy, Applied Economics, etc. Since joining the Fund in 2012, he is on special leave from his position as Tenured-Professor in the Department of Applied Economics at Complutense University, Spain. In 2009, the Ideas Foundation appointed him as the Executive Director of its think-tank for a 3-year period. Before gaining his tenure at Complutense University in 2007, he had been an assistant professor at George Washington University and the European University of Madrid. He had also been a visiting professor in different graduate programs at the School of Industrial Organization, the Iberoamerican Foundation of Public Policies, the Institute for Fiscal Studies and the Ortega y Gasset Foundation. During that academic period he was several times a visiting scholar at the International Monetary Fund and a consultant for the European Commission. Between 2004 and 2006, he served as the Deputy Director of the Spanish Prime Minister's Economic Office. He holds a PhD in Economics from Cambridge University (UK) and a European Doctor degree in Economics from Complutense University (Spain). He also has a Masters degree in International Political Economy from Columbia University (USA) and is Doctor Member of the Center for Advanced Studies in the Social Sciences at the Juan March Institute (Spain). Before that, he gained BA degrees in Economics and Business Administration from Carlos III University in Madrid.
