This course is for officials in low-income countries and targeted staff from ministries of finance, debt agencies, central banks, and other government agencies responsible for providing advice or implementing macroeconomic and debt policies.
Qualifications
Participants are expected to have a degree in economics or finance, preferably at the master's level, or equivalent work experience; good quantitative skills; and proficiency in the use of computers to analyze data. It is strongly recommended that applicants have completed the online Financial Market Analysis (FMAx) course. Because many of the workshops use Microsoft Excel worksheets, familiarity with the basics of Excel is important.
Course Description
This joint IMF World Bank workshop gives an indepth introduction to the current debt sustainability framework for low-income countries DSF LIC which was implemented in July 2018. The framework helps guide countries and donors in mobilizing the financing of LICs development needs while reducing the chances of an excessive build up of debt in the future. Sessions combine lectures on key features with demonstrations of the modules of the excel-based DS LIC framework covering linkages between the macroeconomic framework and debt dynamics, realism tools, stress tests, debt carrying capacity thresholds, the role of judgment, and the determination of final ratings. The workshop is supported by the IMF World Bank Debt Management Facility III.

Upon completion of this course, participants should be able to:
- Describe why fiscal sustainability is central to macroeconomic stability and sustainable growth.
- Apply effective concepts, definitions, and techniques for analyzing fiscal sustainability.
- Prepare a risk-based DSA for a low-income country.
