    Course Description

    The Tax Administration Diagnostic Assessment Tool (TADAT) provides a 360-degree diagnostic of the performance of a tax administration using nine performance areas and 28 indicators. TADAT assessments focus on the administration of the following core taxes:

    Goods and Services Tax (GST)
    Corporate Income Tax (CIT)
    Personal Income Tax (PIT)
    Pay As You Earn Amounts (PAYE)

    By assessing outcomes in relation to the administration of these core taxes, a picture can be developed of the relative strengths and weaknesses of a country's tax administration system.

    The training workshop is presented by the TADAT Secretariat and consists of the following:

    (i) the design principle and purpose of TADAT;
    (ii) the scoring methodology for each of the performance areas and indicators based on the TADAT Field Guide;
    (iii) the pre-assessment, assessment, and post-assessment phases of a TADAT diagnostic; and
    (iv) how to prepare a quality Performance Assessment Report (PAR). 

    In addition, the workshop has discussion sessions where practice exercises and case studies mimicking real life situations are discussed.

    Finally, a one-hour TADAT online exam is conducted. Those who pass the exam (75 percent correct response) will receive a TADAT certificate.

    Course Objectives

    Upon completion of the workshop participants will be able to:

    • Understand the detailed methodology for conducting TADAT assessments; and
    • TADAT either as an internal benchmarking tool in their own administration or may be invited to do peer-to-peer review for other jurisdictions.
