Training Program

Mid- to senior-level officials from ministries of finance, ministries of energy, ministries of environment, regulatory agencies, and other government institutions involved in the design and implementation of climate, energy, fiscal, and industrial policies in participating African countries.

Participants should have responsibilities related to climate, energy, fiscal, economic, or environmental policy. Familiarity with climate mitigation policies, energy pricing, fossil fuel taxation, or carbon pricing is desirable. Participants should be comfortable using Microsoft Excel and working with quantitative information. No prior experience with CPAT is required. Active participation in discussions, practical exercises, and country presentations is expected.

This four-day regional workshop examines the design and implementation of climate mitigation policies in Africa. While many countries in the region contribute relatively little to global greenhouse gas emissions, climate mitigation is increasingly relevant for macroeconomic stability, fiscal policy, energy security, industrial competitiveness, and countries' commitments under their Nationally Determined Contributions (NDCs). Countries across the region face diverse mitigation challenges and opportunities, including expanding access to affordable and reliable energy, reforming fossil fuel subsidies and regulated energy prices, diversifying power systems, strengthening resilience to energy price shocks, and supporting sustainable and inclusive growth. The workshop explores how governments can design climate mitigation policy packages that support economic development, energy affordability and security, domestic revenue mobilization, fiscal sustainability, and investment in low-carbon technologies. Particular attention will be paid to carbon pricing and energy pricing reforms, their fiscal and distributional implications, competitive concerns, and the role of complementary measures. The workshop will build on ongoing discussions under the Coalition of Finance Ministers for Climate Action's Thematic Priority 3 workstream on Accelerating Decarbonization through Fiscal Instruments. The workshop is organized around practical applications of the IMF-World Bank Climate Policy Assessment Tool (CPAT). Participants will use CPAT to analyze the economic, fiscal, environmental, energy, and distributional impacts of alternative policy reforms in their countries. Topics covered include electricity and fuel pricing reform, fossil fuel subsidy reform, energy taxation, carbon taxes, emissions trading systems, and complementary policies such as renewable energy incentives, energy efficiency measures, and electric vehicle support measures. The workshop emphasizes peer learning and practical policy design and applied analysis. Participants will share country experiences, discuss regional challenges and opportunities, and engage in hands-on modeling exercises. The program will conclude with an interactive role-play simulation of a cabinet-level policy discussion on climate mitigation reform, allowing participants to examine the perspectives of different government institutions and stakeholders.
