Qualifications
Some knowledge of economics and basic Microsoft Excel skills are necessary. Participants are, however, strongly recommended to complete the online IMF course on Medium Term Debt Management Strategy (MTDSx) available at: https://www.imf.org/en/Capacity-Development/Training/ICDTC/Courses/MTDSX
before attending the workshop.
Course Description
This one-week in-country training will provide in-depth understanding of the IMF-World Bank MTDS framework and its accompanying analytical tool, the MTDS AT to assist government authorities in strategic decision-making regarding new borrowings and debt portfolio management aligned with their preferences for cost and risk. By the end of the workshop, participants will deepen their understanding of the MTDS tool and its practical application.
The training format includes lectures and exercises, featuring hands-on work using real country data. Prior to the workshop, participants are required to prepare debt data extracted from their respective debt recording systems for its use in the MTDS AT tool. The "Medium-Term Debt Management Strategy Analytical Manual: Data Preparation Manual" can be utilized for this purpose (available at: https://www.imf.org/en/Publications/TNM/Issues/2019/05/14/Medium-Term-Debt-Management-Strategy-Analytical-Tool-Data-Preparation-Manual-46898). The training emphasizes hands-on learning and will involve working in groups to conduct scenario analysis and strategic decision-making using the MTDS AT.
Course Objectives
On completing this course, participants will be able to:
- Demonstrate a refined understanding of debt management strategy formulation.
- Use the MTDS Analytical Tool proficiently.
Independently generate debt financing scenarios using the Analytical Tool. - Model the impact of market rate shocks and identify potential vulnerabilities in the debt portfolio.
- Formulate the debt management strategy and prepare the corresponding strategy document with the Analytical Tool.
