Summary: This 2013 Article IV Consultation highlights that The Zambian economy has performed well in recent years, with strong growth and modest inflation, and has high growth potential. The government has resolved to step up development by scaling up investment in infrastructure. The current fiscal stance is unsustainable. To address risks of large arrears accumulations and additional central bank financing in 2013, it will be important for the authorities to adhere to their plans to reduce low-priority investment spending, and contain goods and services spending. IMF Staff recommends firmly addressing the fiscal slippages in 2014 and continuing to reduce fiscal deficits over the medium term.
