This course is designed for mid- and senior government officials from finance ministries and central banks in the region, with the objective of enabling participants to:
The world has recently faced severe economic crises of varying origins. These include health crises, such as the Covid-19 pandemic, and financial crises, such as the one in 2008. Due to these crises, public finances have been subjected to serious strain, and fiscal risks have intensified, making the fiscal outlook more uncertain than ever.
Travel, accommodation, and subsistence expenses will be covered by the participants' sponsoring agencies.
The course will highlight the importance for the region of effective fiscal risk management, analyzing potential management options and exploring, in a workshop format, how to systematically analyze and manage these risks. Specifically, it will delve into the concept of fiscal risks, the process for their identification, analysis, and quantification, and the various mitigation instruments. Participants will also learn about the different Fiscal Risk Assessment Tools developed by the IMF. Furthermore, the course will provide an opportunity for countries in the region to share their concerns and experiences regarding fiscal risk management and benefit from peer interaction.
The course will be taught by Mr. Ramon Hurtado, Senior Economist in the Fiscal Affairs Department of the IMF, and by experts in fiscal risk management, drawing on recent IMF work on fiscal risks and international experiences.
