Senior managers with at least 5 years' experience in the development and implementation of one of the following:
It would be desirable that each administration nominate 1) a senior HR manager and 2) a senior official with responsibility for either taxpayer services or compliance risk management.
The workshop program is designed for senior officials, managers and executives from developing country tax administrations who would like to have a high-level understanding how their organization may successfully administer gender-sensitive tax laws, thereby optimizing the societal and economic outcomes of the revenue system.
It explores what gender equality is, the interactions between revenue administration (RA) and gender equality and the role of the RA in promoting gender equality for taxpayers. It also looks at how RAs can develop gender-balanced and inclusive workforces with policies and procedures that ensure equal employment opportunities.
Important topics covered include:
Learning will be enhanced by examining case studies that demonstrate how gender disaggregated data can be used to (1) to establish baselines and measure progress in building a gender balanced workforce and (2) identify women's participation in economic sectors to target areas where women taxpayers' compliance may require support.
In addition to sharing international best practice, a wide range of tools, approaches, and decision-making considerations, participants' working groups will conduct deep dives on topics that will be most impactful in enhancing gender equality. Participants will also be guided to develop action plans to implement learning.
The immediate objectives of the course are to increase participants' understanding of the principles of gender equality, its importance in revenue administration and what actions can be taken to promote gender equality, both in RA employment and in supporting taxpayer compliance.
