Qualifications
Participants should have five years of relevant work experience and preferably a law degree.
Course Description
This course will be presented by the IMF Legal Department, together with external guest sovereign debt experts. The course will aim to provide participants with (i) an overview of international capital markets and different debt instruments, (ii) an understanding in drafting and negotiating key contractual clauses in debt instruments, (iii) an overview of public debt management legal frameworks and key legal issues supporting debt transparency, and (iv) the role, policies and mandate of the IMF in sovereign debt.
Course Objectives
Upon completion of this course, participants should be able to:
- Demonstrate an understanding of different debt instruments and the general structure and anatomy of debt contracts;
- Identify and understand common contractual clauses in sovereign debt instruments, including pari passu clauses, covenants, and defaults;
- Understand the importance of sound public debt management legal frameworks and identify key legal issues supporting debt transparency; and
- Strengthen the understanding of the role of the IMF and its policies in sovereign debt management.
