This entry level course on bank resolution targets policy makers and subject-matter experts at financial regulatory institutions and other public authorities that are responsible for bank resolution and/or depositor protection (e.g., central banks, financial supervisors, resolution authorities and/or deposit insurance schemes).

Course Description
Bank resolution frameworks are a critical component of the financial safety net that helps country authorities respond effectively to episodes of financial instability. For policymakers to deal effectively with failing banks, they need to understand the core principles of bank resolution and depositor protection. Despite efforts by many authorities further progress remains warranted - in particular in emerging markets and low-income countries. The course seeks to enhance participants' understanding on issues pertaining to resolution preparedness, available resolution tools, cross-border aspects of bank resolution and implementation of resolution actions.
Course Objectives
Upon completion of this course, participants should be able to:
- Understand international standards on resolution regimes and depositor protection, and how these can be proportionally implemented.
- Identify the causes of bank failure.
- Understand how the most important resolution powers and tools are used, their features and preconditions for their application.
- Identify the most important elements of resolution planning, resolution strategies and resolvability in a cross-border context.
- Understand the different modalities of cross-border cooperation between authorities on resolution issues.
- Understand the most important modalities of deposit insurance schemes (including types and depositor preference), and their interaction with bank resolution.
- Understand the modalities of making bank resolution operational, in particular the main concepts of funding in resolution and loss absorbing capacity.
